Take a look at any galaxy first. Now take a look at the same galaxy upside down. Whether something is rotating clockwise or counterclockwise depends entirely on your frame of reference. Now the rotations themselves are a consequence of conversation of angular momentum as mass contracts so the direction is due to differences in the initial conditions of the collapsing matter. What appears as rotating clockwise in one frame of reference might look like the opposite in another.
